Vice President and Chief Nuclear Officer

Dear Mr. Miltenberger:

SUBJECT:

MOTOR-OPERATED VALVE INSPECTION AT SALEM/HOPE CREEK

POWER STATIONS, INSPECTION REPORT NOS. 50-272/93-24,

50-311193-24 AND 50-354/93-26

This letter refers to an announced NRC safety inspection conducted by Mr. T. Kenny on

October 5-8, 1993, at Salem/Hope Creek Power Stations, to address clarification or

improvement items discussed in Table 1 of NRC Inspection Report Nos. 50-272/92-80 and

50-311/92-80. The results of this inspection were discussed with Mr. J. Ranalli, Nuclear

Mechanical Engineering Manager, of your staff on October 8, 1993.

The inspector examined procedures, representative records, interviewed personnel and

overall observed areas important to public health and safety. The inspection focused mainly

on the motor-operated valve (MOY) program, and the implementation of program

enhancements developed in response to previous NRC team inspections in this area. This

program implementation inspection was used to confirm continuing progress toward the

scheduled program completion date and to assure satisfactory implementation of your

commitments to regulatory requirements. Several items were satisfactorily closed, including

violations, a deviation, and unresolved items (delineated in the enclosed report). We found

your MOV program implementation satisfactory and did not identify any new items .
