DETAILED CONTROL ROOM DESIGN REVIEW, SALEM NUCLEAR GENERATING STATION, UNITS 1 AND 2 (TAC NOS. M84720 AND M84721)

The staff has completed its review of the Salem Nuclear Generating Station, Units 1 and 2, Detailed Control Room Design Review (DCRDR) reassessment. This review was based on the information contained in Public Electric and Gas Company's (PSE&G) letter dated October 13, 1992, and teleconferences with PSE&G staff on February 1, 1993, and March 29, 1993.

The October 13, 1992, letter advised the staff that 21 human engineering discrepancies (HED),

identified as a result of the DCRDR, were not being corrected in accordance with the resolutions originally committed to by PSE&G.

Based on its review, the staff concludes that justifications provided by PSE&G are acceptable for reassessing the corrective actions for 20 of the 21 HEDs that were not corrected with the following understanding:

HED-14, Radiation Monitors on Panel lRPl above guidelines of 65 inches.

The resolution of this HED is being deferred and will be incorporated into the radiation monitoring system upgrade.

For HED-129, Demarcation of Instruments in the Control Room, the operators requested "environmentally qualified" indicators to be designated so they would know which indicators to rely on when the containment is filled with steam.

The reasons given for not implementing the change was that an exception had been taken to Regulatory Guide 1.97 (RG 1.97), Item 7, Unique Identification, and was documented in the Salem Updated Final Safe~y Analysis Report (UFSAR).

The UFSAR cites the review of the Salem 2 control room in the 1980 time period as the bases for not implementing the RG 1.97 provision for uniquely identifying instruments. However, the DCRDR was conducted after the 1980 review of the Salem 2 control room and represents a later position.

Therefore, the staff finds the justification for not coding the instruments in the control room to be unacceptable.
