RESPONSE TO GENERIC LETTER 91-II, "RESOLUTION OF GENERIC ISSUES 48, LCOs FOR CLASS IE VITAL INSTRUMENT BUSES, INTERLOCKS AND LCOs FOR CLASS IE TIE BREAKERS, SALEM NUCLEAR GENERATING STATION, UNITS I AND 2 (TACs M82462 AND M82463)
On July I8, I99I, the NRC staff issued Generic Letter 91-II (GL), which contained the staff's resolution of Generic Issues 48 and 49.
The GL required that licensees certify that procedures exist which contain time limitations and surveillance requirements for vital instrument buses (VIB), inverters or other onsite power sources for VIB, and tie breakers. If procedures do not exist, a justification demonstrating the reasons why the controls are not needed is required.
By letters dated January 3I, I992, August 14, I992, and October 28, I992, Public Service Electric and Gas Company (PSE&G) responded to the GL.
The staff has reviewed your responses and has found that for vital instrument buses A, B, and C, which are in the technical specifications, and the control of tie breakers, the actions recommended in GL 9I-II were followed.
For vital instrument bus D (VIB D), which is not included in the technical specifications, your letter dated March I2, I993 confirmed that procedures for time limitations and surveillance requirements are in place at Salem I and 2.
You should retain the justification for the allowed outage times in accordance with the document retention program for Salem.
