REQUEST FOR SCHEDULE EXTENSION REGARDING GENERIC LETTER (GL) 89-10, "SAFETY-RELATED MOTOR-OPERATED VALVE TESTING AND SURVEILLANCE" COMMITMENTS, SALEM NUCLEAR GENERATING STATION, UNITS 1 AND 2 (TAC NOS. M85777 AND M85778)

In a [[letter::05000272/LER-1993-002, :on 920116,manual Reactor Trip Initiated When 12 SGFP Tripped Due to Turbine Trip FW Isolation Signal. Caused by Equipment Failure.Faulty Turbine Bypass Sys Components Replaced|letter dated February 11, 1993]], Public Service Electric and Gas (PSE&G) requested a schedule extension from June 28, 1994 to the end of the twelfth refueling outage for Unit 1, and to the end of the eighth refueling outage for Unit 2, for completion of Salem Station's GL 89-10 commitments.

This would result in an extension of approximately 10 months for Unit 1 and approximately 4 months for Unit 2.

The schedule extensions are necessary to support PSE&G's decision to expand the scope of their GL 89-10 commitments to include a refurbishment program for SMB-00 actuators.

The NRC staff finds these schedule extensions acceptable, provided that:

1) highly safety significant valves are tested by the original commitment date of June 28, 1994,
2) a significant portion of the testing is accomplished by the original commitment date, i.e., enough data is available to validate the methodology being used by Salem Station to determine the proper performance of their safety-related motor-operated valves (MOVs),
3) _ all MOVs within your GL 89-10 program are set, consistent with the best MOV test data available, by June 28, 1994, and
4) a report is submitted to the NRC staff on the status of the MOVs within your GL 89-10 program by June 28, 1994, (The staff will provide information on the content of the requested report at a later date).

The justification for the schedule extension, including the documentation used to satisfy the provisions listed above, should be made available on-site for use in future MOV inspections.

The above items were discussed and agreements reached with members of your staff by a*telephone call on March 3, 1993.
