SUBJECT:

SAFETY EVALUATION FOR RELIEF FROM ASME CODE ON REPAIR, REPLACEMENT, AND MODIFICATION PROGRAM (CODE CASE N-389 AND IWA-5520), SALEM NUCLEAR GENERATING STATION, UNITS 1 AND 2 (TAC NOS. M83280 AND M83281)

By letter dated April 24, 1992, Public Service Electric and Gas Company (PSE&G) submitted two requests regarding the Salem Nuclear Generating Station's ASME Boiler & Pressure Vessel Code Section XI Repair, Replacement, an~ Modification Program.

The first request is for approval to apply ASME Section XI Code Case N-389 to Salem, Unit 1, permitting use of the 1986 Edition of the ASME Code,Section XI.

The NRC staff has determined, as discussed in the enclosed safety evaluation, that this edition of the Code provides an acceptable level of quality and safety. Therefore, PSE&G's request for approval is granted per 10 CFR 50.55a(a)(3)(i).

The second request is for relief to allow use of paragraph 1WA-5250(a)(2) from the 1989 Edition, 1990 Addenda, of ASME Section XI in lieu of the same paragraph from the 1986 Edition.

The NRC staff has concluded, based on assumptions stated in the enclosed safety evaluation, that the requirements published in paragraph 1WA-5250(a)(2) of the 1989 Edition, 1990 Addenda, of
