PUBLIC SERVICE ELECTRIC AND GAS COMPANY SALEM GENERATING STATION CASE NO. 92-07-08-0'S20-51 AND CASE NO. 92-07-09-0909-38 ADDENDUM TO DISCHARGE CONFIRMATION REPORTS 1

In accordance with the information provided in the Discharge Conffrmation Reports submitted on August 7, 1992 for the referenced Case Numbers (NLR-E92223), PSE&G is submitting additional information related to the waste classification and disposal plan for the excavated material.

Due to the similarities in the discharges, the excavated material from each discharge was combined for analysis and disposal.

Representative samples of the combined material were obtained, analyzed and found to be non-hazardous. As a result, the material is to be disposed of as a Type 27 Industrial Waste at the Salem County Solid Waste Facility~ Details of the sample meth9dology, disposal plan and a copy of the analytical results are provided in the attachments.

Please insert the attached pages into the appropriate discharge report and discard the affected pages. The new or modified sections have been printed in bold to assist your review of the information. Although the excavated material was combined for analysis and disposal, two complete discharge reports are provided.

MEASURES TAKEN TO CONTAIN, CLEANUP AND REMOVE THE DISCHARGE:

Upon discovery, Site Services personnel were immediately notified and responded to the discharge. Site Services personnel excavated the gravel and soil in the affected area and placed the material into four (4) drums. The drums were then sampled and analyzed to determine the material's waste classification and ultimate disposal plan.

Upon review of the analytical results of the excavated soil, the material was classified as a non-hazardous Type 27 Industrial Waste and is being disposed of at the Salem County Solid Waste Facility. The estimated cost for cleanup and disposal of the material is $1,700.

DISCHARGE CONFIRMATION REPORT CASE No. 92-07-08-0820-51 CORRECTIVE MEASURES:

PSE&G is in the process of designing a secondary containment for the MFOST filter house in accordance with the criteria outlined in NJAC 7:1E-2. This containment will collect all spills and leaks from the filter house and direct them to a new treatment system. The estimated completion date for this project is December 31, 1993.

Due to the similarities between this discharge and a second discharge of fuel oil at this location on the following day (reported to NJDEPE as Case No. 92-07-09-0909-38), the material from both discharges was combined for disposal. A sample aliquot was obtained from each drum of excavated material from a depth of 6 inches to 2 feet. These aliquots were then composited to form a single sample for analysis. A Toxicity Characteristic Leachate Procedure (TCLP) analysis was conducted by AnalytiKEM. Inc. A copy of the results of this analysis are attached.
