Gentlemen:

SUBJECT:

SALEM AND HOPE CREEK RESIDENT INSPECTION

50-272/92-09; 50-311/92-09; 50-354/921-09

This letter transmits the findings of an inspection to assure public health and safety, conducted

by Mr. T. Johnson, and other members of the NRC resident and regional staffs, at the Salem

and Hope Creek Nuclear Generating Stations for the period between June 14 and July 25, 1992 .

The findings of this inspection were previously discussed with Messrs. C. Vondra and J. Hagan

of your staff.

The inspectors identified strong performance during the Salem Unit 1 mid-loop operations and

during the Artificial Island security contingency response initiative. Weaknesses identified in

the erosion/corrosion program at Salem were addressed with timely and effective corrective

action. While recognizing that your organization identified that numerous contracted fire-watch

personnel failed to adequately perform assigned duties, we are concerned with the potential

issues that this event poses.

This item remains unresolved pending completion of your

investigations. In the interim, our staff will continue to monitor and assess your activities in this

matter. No reply to this letter is required.

Your cooperation with us is appreciated. Ky,

Edward C. Wenzinger, Chi
