MOTOR-OPERATED VALVE INSPECTION AT SALEM GENERATING

POWER STATION UNIT 1 AND UNIT 2 (NRC COMBINED INSPECTION

REPORT NOS. 50-272/92-80 AND 50-311192-80)

This letter refers to the NRC team inspection conducted on May 4 - 8, 1992 and

May 20, 1992, at the Salem Nuclear Generating Station, Hancocks Bridge, New Jersey, to

evaluate the adequacy of your actions to assure the reliability of motor-operated valves

(MOVs). SpecifiCally, our inspectors reviewed the programs that you have developed in

response to NRC Generic Letter 89-10, "Safety-Related Motor-Operated Valve Testing and

Surveillance." This Generic Letter provides recommendations for licensees to develop and

implement programs to ensure that the switch settings (torque, torque bypass, position limit

and thermal overload) for motor-operated valves in safety-related systems are selected, set

and maintained so that these components will operate adequately during design-basis

conditions. A well implemented MOV program is essential to protect the health and safety of

the public by assuring reliable opening and closure of valves in safety-related systems.

Our inspectors determined that you have provided excellent management support to develop

the Salem MOV program consistent with Generic Letter 89-10. We expect that the present

level of management attention will continue to assure timely and effective implementation of

the MOV program through routine self assessments and management overviews. In general,

the team observed that your personnel have taken effective corrective actions to resolve the

program weaknesses identified during the MOV inspection at your Hope Creek facility in

July, 1991.

The results of this inspection, as detailed in the enclosed report, were discussed during the

exit meeting on May 8, 1992. At the exit meeting, your staff acknowledged the inspection

findings and agreed to review the areas for clarifications or further improvements as

summarized in Table 1. This inspection concluded on May 20, 1992 with a review of the

status of your actions as listed in Table 1 and additional clarifications by your staff. If your

understanding of the actions to enhance the MOV program as summarized in Table 1 is

different, please notify me in writing as soon as possible.
