Dear Mr. Miltenberger:
MAY 1 1 199'l
Subject:
NRC Combined Inspection Nos. 50-272/92-05; 50-311/92-05; 50-354/92-05
An inspection of the radiological controls programs at the Hope Creek and Salem Nuclear
Generating Stations was conducted by Mr. R. L. Nimitz. The inspection at the Hope Creek
Station was unannounced and occurred during the period March 30 - April 3, 1992, and the
inspection at the Salem Station was announced and occurred during the period April 13-16,
1992. The findings of the Hope Creek inspection were discussed with Mr. J. Hagan on April
3, 1992, and the findings of the Salem Station inspection were discussed with Mr. C. Vondra
on April 16, 1992.
Areas reviewed during the inspection were important to health and safety.
The inspector
reviewed the implementation, adequacy and effectiveness of routine radiological controls at the
Hope Creek Station, including radiological controls performance during the March 1992 mid-
cycle outage.
Also, the inspector reviewed similar matters at the Salem Station, including
radiological controls for the Unit 1 refueling outage. Details regarding the areas reviewed and
inspection findings are provided in the enclosed report.
The inspection identified that overall, very good radiological controls were implemented at the
site. The controls served to minimize unnecessary external and internal radiation exposure of
workers. Commendable planning and preparation for work activities at the stations was noted.
Overall controls for radioactive and contaminated material have improved and appeared good,
however, there was a need to evaluate the *effectiveness of controls for release of potentially
contaminated material from the radiological controlled areas of both stations. Within the scope
of this combined inspection, no safety concerns or violations of regulatory requirements were
identified.
