Subject: NRC Inspection Nos. 50-272/92-03; 50-311/92-03; 50-354/92-02

This letter transmits the findings of an inspection to assure public health and safety,

conducted by the resident inspector staff including Mr. T. Johnson and others from February

9, 1992 to March 21, 1992, at the Salem and Hope Creek Nucleai Generating Stations. The

findings were discussed with Mr. C. Vondra and Mr. J. Hagan of your staff.

Within the scope of this inspection, our inspectors verified that the Salem and Hope Creek

-facilities were operated in a safe manner for this period of r.eview. Three non-cited

violations were identified relative to the Salem facility and are described within the report.

No reply to this letter is required.

As described in the enclosed report, our staff reviewed your Licensee Event Report

supplement relative to your engineering evaluation of a previously identified finding

involving missing/degraded seismic gap high energy line break seals. From discussions with

your staff it is apparent that the most recent submittal did not fully assess the safety impact

of the missing/degraded seals relative to the effect on plant design basis and certain

equipment operability. We are interested in your ability to effectively analyze and assess this

matter sufficient to resolve the issue. Additional management attention maybe warranted in

this matter.
