Docket Nos. 50-272 and 50-311 Mr. Steven E. Miltenberger Vice President and Chief Nuclear Officer Public Service Electric & Gas Company Post Office Box 236 Hancocks Bridge, New Jersey 08038

Dear Mr. Miltenberger:

e February 13, 1992

SUBJECT:

DETAILED CONTROL ROOM DESIGN REVIEW IMPLEMENTATION, SALEM NUCLEAR GENERATING STATION, UNITS 1 AND 2 (TAC M82702 AND M82703)

By letter dated January 27, 1992, Public Service Electric and Gas Company (PSE&G) requested that certain alarm interconnections between Unit 1 and Unit 2 be delayed until completion of the Unit 1 tenth refueling outage.

The alarms in question are for the fire pumps, fresh water system, and house heating boiler. They currently alarm only in the Unit 1 control room.

All three systems are utilized by both units. Completion of the sixth refueling outage is the original commitment date for completion of the control room upgrades at Unit 2.

Unit 2 is currently in the sixth refueling outage with restart scheduled for April 15, 1992. Unit 1 is scheduled to start the tenth refueling outage on April 4, 1992, and restart on June 9, 1992.

This would mean a delay of about 2 months in completing this upgrade.

However, this delay would eliminate the need to* perform modifications on the Unit 1 alarm system while the unit is in operation.

Because of the relatively short time period involved and the benefit to be gained by not working Unit 1 while in operation, the staff finds the requested delay in completing the alarm connections for the fire pumps, fresh water system, and house heating boiler, in the Unit 2 control room to be acceptable.
