Subject: NRC Combined Inspection 50-272/91-32 and 50-311/91-33

An unannounced radiological controls inspection was conducted at the Salem Nuclear

Generating Station by Mr. R. L. Nimitz during the period December 16-20, 1991. The

findings of the inspection were discussed with Mr. C. Vondra at the conclusion of the

inspection .

Areas reviewed during the inspection are discussed in the enclosed inspection report and

included questions related to control room habitability, as well as review of organization and

staffing, training and qualification of personnel, and radiological controls for the Unit 2

refueling outage.

Relative to your efforts to answer the control room habitability questions raised during NRC

Combined Inspection Nos. 50-272/91-25 and 50-311/91-25, the inspector evaluated the

information provided in your letters dated Noveinber 6 and November 27, 1991, and

discussed the information with your staff.* The inspector also reviewed your letter dated

December 30, 1991, which provided further details on this matter and in which you

requested an extension to the end of February 1992 for the completion of the safety

evaluation of control room habitability relative to the on-site storage of ammonia.

Based on the compensatory actions implemented by your staff relative to the on-site storage

  • of ammonia, we approve your request for extension of the submittal of the safety evaluation

to February 28, 1992. Your submittal should include a determination as to the reason(s) that

the ammonia, and other chemicals, were not considered previously in support of initial

licensing, or in responses required relative to the specifications of NUREG-0737 in regard t6

control room habi tab iii ty.

The inspector's review of outage activities identified that effective radiological controls were

irnplernentecl for the Unit 2 refueling outage. Of particular note was the aggressive oversight

of on-going activities maintained by your ALARA staff. In addition, efforts by your staff to

preclude problems with shipping casks weeping during shipment of irradiated hardware were

very good. No violations were identified during the inspection.
