Enclosed is the report of the December 4-6, 1991 safety inspection conducted by Mr. C.
Gordon and others. of this office, of Artificial Island emergency preparedness* (EP) and of
the partial-participation annual EP exercise.
As discussed with you and members of your staff at the inspection conclusion, we found
that your exercise performance demonstrated the ability to adequately protect public
. health and safety. However, one exercise weakness, as well as several areas for
improvement were identified.
