Dear Mr. Miltenberger:

SUBJECT:

EXAMINATION REPORT NO. 50-272/91-11 (OL) & 50-311/91-11 (OL)

During the week of June 24, 1991, the NRC administered written and operating

examinations to eight (8) employees of your company who had applied for licenses

to operate the Salem Generating Station.

In a letter dated June 28, 1991, your

facility commented upon the written exami~ation we administered the week of

June 24, 1991, and noted that the content was more suitable to an examination

where reference materials are available and expected to be used, such as a

licensed operator requalification examination.

The NRC performed an extensive post-exam review of this written examination and

concluded that an excessive number of the questions required the use of

procedures or appeared, in a distracting way, to require the use of procedures.

The use of open reference material is not allowed on an initial licensed

operator written examination.

Upon further review of the exam we have

concluded that the combination of procedure focused questions and questions

requiring a too detailed level of knowledge resulted in an exam that was not an

objective measure of senior reactor operator (SRO) required level of knowledge.

For this reason, NRC Region I has concluded that this exam was an invalid

measurement of what the candidates knew in the area of required SRO knowledge.

Accordingly, we invalidated the written examination results from the week of

June 24, 1991, and administered another written exam to the eight SRO candidates.

The administration of this written examination occurred during the week of

September 16, 1991. * All eight SRO candidates passed this written exam.

Two

individuals had failed the operating portion of the examination that was administered

the week of June 24, 1991.

Those individuals who failed a portion of the

examination have been denied licenses at this time.

Generic issues that have surfaced as a result of the examinations were discussed

with those members of your staff identified in the enclosed report.

Based on a post-examination comment regarding a question about on-the-spot

changes, the NRC expressed concern over the possibility of making on-the-spot

changes to Emergency Procedures (see Section 5.0 for details) .. Members of

your staff agreed to clarify the emergency procedure change process to prevent

the possibility of on-the-spot procedure changes being made to the Emergency

Procedures.

No written response is requested at this time.

In accordance with 10 CFR 2.790 of the Commissions's regulations, a copy of

this letter and its enclosure will be placed in the NRC Public Document Room.
