ASME SECTION XI CODE CASE APPLICATION, CODE CASE N-498, SALEM GENERATING STATION, UNIT ? (TAC NO. M81722)
By letter dated September 18, 1991, Public Service Electric and Gas Company (PSE&G) requested approval for the implementation of the alternative rules of ASME Section XI Code Case N-498, entitled 11Alternative Rules for 10-year Hydrostatic Pressure Testing Class 1 and 2 Systems,Section XI, Division l, 11 pursuant to 10 CFR 50.55a(a)(3). The proposed subject Code Case is to be applied to Salem Generating Station, Unit 2.
Code Case N-498 provides alternative rules for the 10-year hydrostatic pressure tests required by the ASME Boiler and Pressure Vessel CodesSection XI, Table HJB-2500-1, Category B-P, and Table IWC-2500-1, Categories C-H.
If these alternate rules cannot be applied to a Class 1 or 2 system or component, the normal rules for the 10-yeo.r hydrostatic test must be followed.
ASME Code Case N-498 has been reviewed and found acceptable by the staff, and will be included in the next revision of Regulatory Guide 1.147. The staff has determined that _the granting of this relief is authorized by law and will not endanger life or property or the common defense and security and is otherwise in the* public interest giving due consideration to the burden upon the licensee that could result if the requirements were imposed on the facility. Accordingly, pursuant to 10 CFR 50.55a(a)(3)(i), the relief is granted based on the finding that the use of Code Case N-498 provides an acceptable level of quality and safety.
