REQUEST FOR ADDITIONAL INFORMATION, EMERGENCY DIESEL GENERATOR SURVEILLANCE TESTING, SALEM NUCLEAR GENERATING STATION, UNITS 1 AND 2 (TAC NOS/1179960 AND~l79961)

During the staff's review of Public Service Electric and Gas Company's (PSE&G)

March 3, 1991, amendment request, it was found that the load profiles for various accident scenarios, as analyzed by PSE&G, exceed the 2000-hour rating of the diesel generators. This is contrary to the current UFSAR assumptions.

During discussions with PSE&G staff, it was not clear whether relevant diesel generator surveillance requirements are being met in accordance with the intent of Regulatory Guide (RG) 1.108 and RG 1.9. The staff is concerned whether PSE&G has reviewed, in accordance with 10 CFR 50.59, the safety implications associated with the adequacy of the diesel generators to meet the new load profiles and the subsequent changes to the diesel generator surveillance program.

There is also a question concerning the diesel fuel testing program.

In order for the staff to resolve the above issues and complete their review of the amendment request, PSE&G is requested to respond to the questions contained in the enclosure within 45-days of receipt of this letter. This requirement affects 9 or fewer respondents and, therefore, is not subject to Office of Management and Budget review under P.L.96-511.

The current FSAR states that the maximum load would not exceed the 2000 hour0.0231 days <br />0.556 hours <br />0.00331 weeks <br />7.61e-4 months <br /> rating of 2750 KW for the diesel generator.

However, the current load study referenced in your submittal, identified as Salem Generating Station Diesel Generator Load Study, Report No. AEI-PSEG-8811-DR-001, indicates credible accident scenarios or "operational cases" where the diesel generator load profile exceeds the 2000 hour0.0231 days <br />0.556 hours <br />0.00331 weeks <br />7.61e-4 months <br /> rating of 2750 KW.

Provide a copy of the 50.59 Safety Evaluation that has been performed showing that the diesel generator loading capacity is adequate under the new load profiles.

Please provide the total auto-connected and manually connectable loads to each diesel generator. Explain how Technical Specification 4.8.1.1.2.b.5 (Salem 1) and 4.8.1.1.2.c.8 (Salem 2) has been satisfied to verify that the subject loads do not exceed the 2000 hour0.0231 days <br />0.556 hours <br />0.00331 weeks <br />7.61e-4 months <br /> rating of 2750 K~f when the total auto-connected loads exceed the 2000 hour0.0231 days <br />0.556 hours <br />0.00331 weeks <br />7.61e-4 months <br /> rating of the emergency diesel generator.

The staff believes that load ratings represent the loads at which the diesel generator set can operate continuously with a high availability, if various specified maintenance programs are followed.

The continuous rating is that load for which the supplier guarantees continuous operation at a high availability (expected to be about 95%) with an annual maintenance interval. The overload intervals (e.g. 2000 hour0.0231 days <br />0.556 hours <br />0.00331 weeks <br />7.61e-4 months <br /> rating, 30 minute rating) are similarly defined except that the specified maintenance intervals are shorter. If the power output is increased into the overload ratings, wearout is accelerated and the maintenance interval needed to assure high reliability is reduced.

Given the above discussion, please identify any periods of time when the diesel generator will exceed the 2000 hour0.0231 days <br />0.556 hours <br />0.00331 weeks <br />7.61e-4 months <br /> rating of 2750 KW under surveillance testing and what steps have been taken with respect to the maintenance interval to ensure continued reliability of the equipment to perform its intended safety function.

PSE&G has proposed to incorporate only a portion of the model technical specifications in Generic Letter 84-15 concerning fuel oil surveillance tests.

In the application there is a statement that a detailed description of the fuel oil testing program will be provided in the UFSAR.

Please provide the details, including standards to be used and tests to be performed, of the fuel oil testing program.
