Subject: NRC Inspection Nos. 50-272/91-15; 50-311/91-15; 50-354/91-12

This letter transmits the findings of the routine, resident safety inspection conducted by Mr. T.

Johnson and others from May 8, 1991 to June 15, 1991, at the Salem and Hope Creek Nuclear

Generating Stations. The findings were previously discussed with Mr. C. Vondra and

Mr. J. Hagan of your staff.

The inspection consisted of sele".tive examination of procedures and representative records,

interviews with personnel, and direct observations of activities irt progress. Within the scope of

this inspection, the inspectors determined that your performance of licensed activities was in

conformance with NRC regulatory requirements. However, personnel errors identified at your

Hope Creek and Salem Generating Stations continue to be of concern. A management meeting

to discuss similar matters was previously scheduled for July 18, 1991, at the Region I office in

King of Prussia. Accordingly, you should also be prepared to discuss these latest examples of

personnel errors, as described in this report, during that meeting. No other reply to this letter

is required. In accordance with 10 CFR 2. 790 of the NRC's "Rules of Practice," a copy of this

letter and the enclosure will be placed in the Public Document Room.
