Inspection Report Nos. 50-272/91-02; 50-311/91-02

During the period of January 14-- 17, 1991, the NRC conducted an announc.ed

follow-up inspection of the items identified during the team inspection of the

emergency procedures conducted January 16 - 25, 1990.

The inspector reviewed

the corrective actions taken by your staff to address the eight previously

identified ;,terns.

Three of these items were closed during this inspection .

Two additional items can be closed upon the issuance of an approved writer*s

guide procedure addressing NRC identified concerns pertaining to the abnormal

operating procedures (AOPs).

Please recall that the Public Service Electric

and Gas Company letter to us, dated June 8, 1990, has scheduled December 1991

for when the AOPs Human Factor Upgrade, including a verification and validation

walkdown, would be completed.

During this inspection, a problem was identifi~d in your EOP maintenance

program.

Specific NRC identified weaknesses found during* the January 1990

team inspection were corrected.

However, similar weaknesses to those

identified by the NRC were not corrected.

This problem of not performing

comprehensive corrective actions pertaining to samples of NRC identified

weaknesses is considered unresolved.

In accordance with 10 CFR 2.790 of the Commission 1 s regulations, a copy of this

letter and the enclosure will be placed in the NRC Public Document Room.
