APPENDIX A NOTICE OF VIOLATION Public Service Electric & Gas Company Hope Creek Generating Station Docket Nos.

50-354 License Nos. NPF-57 As a result of the inspection conducted on November 13-15, 1990, a subsequent Management Meeting, telephone discussions and licensee submittals through December 31, 1990 and in accordance with the 11General Statement of Policy and Procedure for NRC Enforcement Actions, 11 10 CFR Part 2, Appendix C (Enforcement Policy) (1990), the following violation was identified:

10 CFR 50, Appendix B, Criterion XVI states, in part, that:

11Measures shall be established to assure that conditions adverse to quality, such as.... defective material... are promptly identified and corrected... and corrective actions taken to preclude recurrence.

11 Contrary to the above, on October 3, 1990, the licensee identified the existence of non-EQ components for the source range monitors and inter-mediate range monito~s (SRM/IRM) detector electrical connectors.

Non-EQ components for the SRM/IRM detector electrical connectors had been identified by the NRC in an inspection performed on August 9, 1985.

Failure to document this data at that time resulted in the installation of the non-EQ components reported in LER-90-021-00.

This is a Level IV violation (Supplement I).

Pursuant to the provisions of 10 CFR 2.201, Public Service Electric and Gas Company is hereby required to submit to this office within thirty days of the date of the letter which transmitted this Notice, a written statement or explanation in reply, including: (1) the corrective steps which have been taken and the results achieved; (2) c~rrective steps which will be taken to avoid further violations; ahd (3) the date when full compliance will be achieved.

Where good cause is shown, consideration will be given to extending this response time.
