This letter refers to the routine safety inspection conducted by Mr. R. Paolino
of this office on November 13-15, 1990 at Salem Units 1&2, and the Hope Creek
facility located in Lower Alloways Township, New Jersey of activities authorized
by NRC License Nos. DPR-70, DPR.,..75, and NPF-57, and to the review of subsequent *
licensee submittals an~ technical discussions through December 31, 1990.
These
discussions included a technical meeting held on November 16, .1990 in the*
Region I office at which time you presented your program (attachment 1. and 2)
for achieving full compliance with 10 CFR 50, Appendix R requirements: The
submittals included a letter, dated December 28, 1990, forwarding a schedule
for completion of fire protection features to be installed at the Salem
Generating Station ...
Based on the results of this inspection, it appears that orie of your activities
at Hope Creek was not conducted in full complianc~ with NRC
req~irements as set
forth in the Notice of Violation,-enclosed herewith as Appendix A.
This viola-
tion has been categc:iri zed by se.verity 1eve1 in accordance with the Genera 1
Statement of Policy and Procedure for NRC Enforce~ent Actions, 10 CFR Part 2,
Appendix C.
Your are required to respond to this letter ahd in preparing your response,
you should follow the instructicins in Appendix A.
The response directed by this letter and accompanying Notice are not subject
to the clearance procedures of the Office of* Management and Budgets as
