BACKGROIJND On January 4, 1991, 11:00 a.m., at One White Flint North, Room 128-11, a meeting was held between the NRC staff and representatives of the Public Service Electric and Gas Company {PSE&G) to discuss the status of the -
service water system at Salem Generating Station, Units 1 and-?.
The service water system at Salem 1 and 2 is a once through syste!11 using water from the Delaware River.
The system provides cooling for both safety and non;,,,safety related equipment.
The system is exposed to a harsh water environment consisting of high chloride concentration swings, high biological activity, silt, and industrial pollutants. The original piping is carbon steel with a cement inner lining. The two Salem units have experienced numerous leaks in the service water system since beginning operation.
In 1987, Public Service Electric and Gas Company formed a task group to develop a plan to upgrade the service water system.
The decision was made to replace the carbon steel piping with a 6% molybdenum~ austenitic stainless steel. This meeting provided a status of the service water upgrade project and feedback on conditions found in the original pipe as it is replaced.

DlSCYSS-I-ON-The current status of the program is that about 43% of the nuclear project plan has been completed.
This includes retubing of heat exchangers~ replacement Qf strainers and valves, and replacement of over 7000 linear feet of pipe. The current schedule calls for completion of the nuclear portion of the project in 1994.
At that time over 90% of the 18,000 linear feet of safety related piping will have been replaced.
The enclosed handout details the status of the project as well as provides the scheduled upgrades to be completed during the 9th and 10th refueling outages at Salem 1 and the 6th refueling outage at Salem 2.
In addition, PSE&G presented samples of piping sections that graphically demonstrated the pitting corrosion attacks being experienced.

- Also qiscussed was the reporting of service water system leaks by PSE&G.
PSE&G is currently reporting service water through wall leaks under the requirements of 10 CFR 50.72, Section (b)(ii)(B), as a condition outside the design basis of the plant.
The staff agreed to look into this issue.
