Systematic Assessment of Licensee Performance

(SALP) Final Report Numbers 50-354/89-99;

50-272/89-99; 50-311/89-99

This letter forwards the final Hope Creek and Salem Generating

Stations SALP Report (Enclosure 1) for the period May 1, 1989,

through July 31, 1990.

The initial SALP Report was forwarded to

you by our October 9, 1990, letter (Enclosure 2) and was

discussed with you and members of your staff at a meeting on

October 16, 1990, at the Artificial Island Processing Center in

Hancocks Bridge, NJ.

Based upon the discussions at that meeting and your written

response dated November 5, 1990 (Enclosure 3), we concluded that

a clarification to the initial Hope Creek SALP Report was

warranted.

In Section IV.D, "Reactor Scrams and Unplanned

Shutdowns," a similar failure and scram was incorrectly

referenced to have occurred in 1986.

That date has been revised

to reflect the correct date of August 26; 1988 (see enclosure

4) *

Our overall assessment indicated that the Hope Creek facility

achieved an overall superior level of performance.

Improvement

was noted in some aspects of each functional area at the Salem

facility, however, the overall performance in the

Maintenance/Surveillance, Engineering/Technical Support, and

Safety Assessment/Quality Verification had not improved.

Continued management attention is needed to achieve a uniform,

high level of performance.

As discussed at the SALP management meeting, and as described in

your SALP written response, we acknowledge your efforts and plans

to improve the identified weaknesses noted in our assessment.
