REVISED RESPONSE TO NRC BULLETIN 88-04, POTENTIAL SAFETY-RELATED PUMP LOSS, SALEM GENERATING STATION, UNIT 1 (TAC NO. 77962)
In you letter of August 31, 1990, you stated that the Residual Heat Removal (RHR) pumps at Salem 1 may be susceptible to the strong pump/weak pump interaction when operating in parallel. In that letter you provided data to show that the pumps are u.chieving sufficient flow in the recirculation mode at the present time.
In addition, you committed to performing this surveillance test every 92-days until a permanent solution can be found.
An Emergency Operating Procedure change has also been developed to be implemented in the event the difference between the discharge head of the two RHR pumps exceed 6.5 psid. This would require closure of the RHR cross-connect valve. This change has been agreed to by Westinghouse and has been evaluated as required by 10 CFR 50.59.
A permanent solution to correct this potential deficient condition is scheduled to be implemented by the end of the tenth refueling outage at Salem 1.
Your short-term actions as identified in you August 31, 1990, letter and summarized above are adequate to ensure the operability of the RHR pumps.
As requested in item 4 of Bulletin 88-04, you should inform the Commission of the long-term corrective action to be taken. Also, as requested in item 5 of Bulletin 88-04, within 30-days of completion of the long-term corrective actions, a written response describing the actions taken should be provided.
