INSPECTION NOS .. 50-272/90-80 and 50-311/90-80

During the period of January 16 - 25, 1990, the NRC conducted an announced

team inspection of the emergency procedures used by the operators at Salem

Units 1 and 2.

At the conclusion of the inspection, Mr. L. Briggs discussed the preliminary

findings with those members of your staff identified in the enclosed report.

Within the context of this report, the term emergency procedures includes the

.Emergency Operating Procedures (EOPs), Abnormal Operating Procedure.s (AOPs)

and a 11 procedures directly referenced* by ~he EOPs ..

Attachment 3 to the enclosed inspection report summarizes the weaknesses

identified relative to the emergency procedures.

You are requested to respond

to the identified weaknesses within sixty days of receipt of this letter.

The overall assessment of the inspection team is that the program at Salem for

development of the symptom based Emergency Operating Procedures was very good.

The technical adequacy and usefulness of the AOPs was determined by the team

to be marginal due to an unnecessary reliance on operator memory for component

location and equipment operation.

The significance of this matter was

discussed in detail during the January 25, 1990 exit.meeting.

During the

meeting your staff committed to review, walkdown, correct and implement all

procedures that fall under the EDP family of procedures.

In your response to

this letter please reconfirm this commitment and provide the expected

completion date.

The response requested by this letter is not subject to the clearance

procedures -0f the Office of Management and Budget as required by the Paperwork

Reduction Act of 1980, PL 96-511.
