REQUEST FOR ADDITIONAL INFORMATION: AMENDMENT REQUEST TO TERMINATE 1983 ORDER (TAC NOS. 76197/76198)
RE:
SALEM GENERATING STATION, UNIT NOS. 1 AND 2 By letter dated November 3, 1987, (NLR-N87143), Public Service Electric and Gas Co. (PSE&G) requested an amendment to the Salem 1 and 2 licenses. These amendments would add a statement, to each of the Salem licenses, that the requirements imposed by the NRC Order dated May 6, 1983, are terminated.
The staff agrees that an amendment is appropriate. However, the staff requests a revision to the proposed wording to be added to the license. The proposed addition should be revised to state that the terms of the May 6, 1983 order have been satisfied by incorporating the long term corrective action requirements into the Updated Final Safety Analysis Report.
Changes to those corrective actions will be controlled in accordance with 10CFR 50.59 Also, it is requested that the Significant Hazards Consideration Analysis be reviewed and updated.
The current analysis characterizes the change as administrative. This change will provide PSE&G the authority to make changes to their programs in the seven (7) areas identified in Attachment 1 to the November 3, 1987 PSE&G letter, under the provisions of 10 CFR 50.59.
Each of the seven areas should be addressed in the Significant Hazards Consideration Analysis. This analysis should address the existing requirements that will bound the changes that can be made under 10 CFR 50.59.
We request a response to the above within 60-days of receipt of this letter.
The reporting and/or record keeping requirements of this letter affect fewer than ten respondents; therefore, OMB clearance is not required under P.L.96-511.
