Combined Inspection Report Nos. 50-272/89-81; 50-311/89-81; and

50-354/89-81

A routine, safety inspection of your annual emergency preparedness exercise

and other emergency preparedness activities was conducted by Mr. C. Amato of

this office and other members of an NRC team on October 24 to 26, 1989, at

your Artificial Island site, Lower Alloways Creek Township, New Jersey.

Discussions of our find.ings were held by Mr. Amato with you and your staff at

the conclusion of the exercise.

Areas examined during this inspection are described in the NRC Region I

. Inspection Report which is enclosed with this letter. Within these areas,

the inspection consisted of selective examination of procedures and

  • representative records, interviews with personnel and observations of the

emergency exercise by team members.

Within the scope of this inspection, no violations or exercise weaknesses were

identified.

Public Service's performance during thefixercise demonstrated the

ability to implement the Artificial Island Emergency Plan, Salem Event

Classification Guide, and Implementing Procedures in a manner that would

provide adequate protective measures for the health and safety of the public.
