provided in Supplement 1 to IE Bulletin 88-10 and evaluated the impact on the program described in our previous responses dated April 3, 1989 (NLR-N89061) and June 13, 1989 (NLR-N89112). In particular, our identification of traceable breakers was reviewed in light of the NRC. definition of traceability provided in Supplement 1. Of the 389 circuit br*eakers *in stock which were available-for'installation in safety-related applications, 194-(approximately 50%) are traceable to the Circuit Breaker Manufacturer (CBM) in accordance with the requirements of _

supplement 1. Table 1 provides information relative to the procurement trail for non-traceable molded case circuit breakers (MCCB). Non-traceable breakers ~resently held in inventory have beeh tagged to prevent-their future use in safety-related*

applications. -The final disposition of these breakers will be determined after all re~aining activities associated with Bulletin 88-10 have been completed.

This population corresponds to those breakers identified as non-traceable prior to the issuance of Supplement 1.* This testing was conducted in accordance with the guidance provided in Attachment 1 to IE Bulletin.88-10. The failure rate for those breakers tested was in excess of the 10% allowable rate identified in the Bulletin, however; a number of the identified failures are the result of a lack of vendor specific contact resistance measurement acceptance criteria~ PSE&G do~s not intend to perform any additional testing on the larger population of non-traceable breakers identified as a result of Supplement 1 unless a specific breaker is requirea to replace a non-traceable 8911150101 891107 PDR ADOCK 05000272 Q PDC

PSE&G has initiated its review of safety-related circuit breakers purchased between August 1, 1983 and August 1, 1988 to determine if no~-traceable breakers .have been installed at Salem and Hope Creek Generating Stations. This review consists of two separate efforts. The first review effort.involves the review of MCCBs issued from stock as replacements for installed equipment. This review has been completed for the Hope Creek'Station where it was determined that no non-traceable breakers issued from stock during*the period in question had been installed in safety-related systems. The review for Salem Station is underway. The second effort involves a review of Design Change.

Packages installed at Salem and Hope Creek Stations durj,ng the period ln question. As you are aware, significant plant backfit activity occurred during this period as a result of the accident at Thre-e Mile* Island and the resolution of a number of Unresolved Safety Issues (e.g. 10 CFR 50, Appendix R, NUREG 0588, NUREG 0578, etc.). - It is our expectation that the volume of design changes accomplished during this time period will require *a protracted review effort. We therefore propose to conduct our review and replacement efforts concurrently, with.all work to be completed prior to startup from the.second of the next two*

refueling outages for each unit. The projected outage schedules are identified in Attachment 3.

Non-traceable breakers identified during these reviews will either be replaced immediately or a Justification for Continued Operation will be developed within :30 days of the assignment of a MCCB to non-traceable status. Replacement* brea.kers will either be fully traceable or will hav~ been satisfactorily tested in accordance with IE Bulletin 88-10.
