Report Nos. 50-272/86-23 and 50-311/86-23, Salem Generating

Station Unit Nos. 1 and 2

This letter is in response to your letter (NLR-N89093) dated May 22, 1989.

We reviewed your response to Violation No. 2, Item 4 in which you disagree

with the portion of the violation dealing with the gear case grease relief

valve and determined the following.

At the time of the 86-23 inspection (August 11-15, 1986) for Units 1 and 2, the

NRC determined that the Limitorque Operator qualification file EQ-51 did not

contain the necessary information to establish environmental qualification of

Limitorque Operators without gear case relief valves.

Prior to the end of the

inspection additional technical evaluation was performed by your staff, this

information was provided to the NRC to support qualification of operators

without the gear case relief valves.

We have re-examined the information that

was originally available in the Limitorque Operator qualification file.

Again,

we determined that the original engineering evaluation at the time of the

inspection was inadequate to support qualification of the Limitorque Operators.

We acknowledge the

11 technical merits

11 of the PSE&G position on grease relief

valves presented prior to the end of the inspection, however, as stated in the

NRC letter of March 11, 1987,

11 PSE&G should have documented their arguments in

the Limitorque EQ file prior to the time of the inspection. 11

The violation

pertaining to the gear case grease relief valve stands as originally written.

In response to your statement in your May 22, 1989 letter that this concern be

closed, we have closed this item in Inspection Report 50-272/89-13 and

50-272/89-12, as all technical issues were adequately resolved.

Thank you for your cooperation in this matter.
