Inspection No. 50-272/89-11; 311/89-10
This letter transmits the findings of the routine, resident safety inspection
conducted by Mrs. Kathy Halvey Gibson and Mr. Stephen M. Pindale from May 1,
1989 to June 5, 1989, at the Salem Nuclear Generating Station.
The findings
were discussed with Mr. Lynn K. Miller of your staff.
Based on the results of this inspection, it appears that one of your activities
was not conducted in full compliance with NRC requirements. The violation,
enclosed herewith as Appendix A, involved the failure to document the safety
basis for a.control room temporary modification.
You are required to respond
to this letter and in preparing your response, you should follow the instructions
in Appendix A.
In addition, weaknesses in station procedures and their
implementation, and personnel inattention to detail continue to cause increased
NRC concern.
Additional management attention *is necessary to improve licensee
performance in this regard.
The response directed by this letter and the accompanying Notice are not
subject to the clearance procedures of the Office of Management and Budget as
required by the Paperwork Reduction Act of 1980 PL-511.
