REQUEST FOR AMENDMENT SALEM GENERATING* STATION UNIT NOS. 1 AND 2 DOCKET NOS. 50-272 AND 50-311 Attached are revised pages for License Change Request (LCR 88-01), previously submitted via PSE&G letter NLR-N88083, dated June 23, 1988. The proposed changes are being submitted based upon the recommendation of Mr. Jim stone, NRC Licensing Project Manager.

The affected pages are being revised to include a footnote to identify that a one hour thermal "soak time" is allowable at power levels less than 50% prior to using the analog rod position indicators. "Soak time" refers to the time period which begins upon the completion of rod motion, to allow thermal equilibration to take place. This footnote'will alleviate the concern that PSE&G expressed in LCR 88-01 but maintain the intent behind LCR 85-12, which originally added the erroneous phrase "within one hour". Below 50% power the analog rod position indicators are susceptible to drift due to thermal transients. License Change Request 85-12 was originally submitted to address this problem.

Above 50% power levels rod motions are expected to be small and are not expected to induce significant thermal transients in the analog rod position channels. These proposed revisions are_

consistent with those proposed and approved for the Beaver Valley Power station, Unit 1. The proposed changes do not affect the previously submitted No Significant Hazards Consideration LCR 88-01.
