--Not App 1icab1 e At 7:40 p.m. on May 3, 1989, the licensee declared an Unusual Event due to a helicopter hovering low over several locations within the protected area of the plants between 7:00 and 7:25 p.m.
A passenger in the helicopter appeared to be taking pictures of the plants.
Several attempts by members of the security force to motion the helicopter to land for identification purposes were ignored and a security alert was initiated.
The local law enforcement agency was notified and a local office of the Federal Aviation Administration (FAA) was contacted for assistance.
The FAA identified the helicopter as being chartered by Public Service Electric and Gas Company (the licensee).
Subsequently, it was determined that the helicopter had been chartered by the licensee's Training department to make a public information film.
Apparently, notification was not provided to plant personnel.
The Unusual Event was terminated at 8:04 p.m.
Plant and security management are looking into the matter in an effort to determine the cause of the communication failure.
Members of the NRC's Information Assessment Team and the Region I Duty Officer partici-pated in a telephone conversation with the licensee at the time of the event.
The State of New Jersey has been informed.
This Preliminary Notification is issued for information only and is current as of 11:00 a.m. on May 4, 1989.
