Serial No.18-125 Docket Nos. 50-338/339, 72-16/56 Page 1 of 2 10 CFR 50.54(g)(5) Summary of Analysis for North Anna Power Station Emergency Plan, Revision 45 North Anna Emergency Plan (NAEP) Revision 45 incorporated the changes described below. A desc~iption of why each change was not a reduction in the effectiveness of the emergency plan and the regulatory basis for each non-editorial change are provided.

Section 1.0, Definitions, was revised to correct the definition of General Emergency by changing 'security event' to 'HOSTILE ACTION'. The emergency planning standard for responsibility for the planning effort (development, periodic review and distribution of emergency plans) per 10 CFR 50.47(b)(16) continues to be met because the responsibility for the emergency plan development and review is established.

Section 5.1, Normal Station Organization, was revised to replace the reference to a station procedure with a reference to the Quality Assurance Program Description. The emergency planning standard for onsite emergency organization per 10 CFR 50.47(b)(2) and Appendix E,Section IV.A.1 requirements continue to be met because the onsite organization is specified.

Section 6.2, Assessment Actions, was revised to add a statement that information in the Emergency Action Level (EAL) Technical Basis Document (referenced in Appendix 10.11) contains assessment criteria and action related to the emergency classification. The emergency planning standard for accident assessment per 10 CFR 50.47(b)(9) and Appendix E,Section IV.B requirements continue to be met because assessment actions are specified.

Section 6.3.3.2, Protective Clothing, was revised to describe the current protective clothing in use. Emergency planning standards 10 CFR 50.47(b)(8) (emergency facilities and equipment), 10 CFR 50.47(b)(11) (means for controlling radiological exposures) and Appendix E,Section IV.E (emergency facilities and equipment) requirements continue to be met because protective clothing is specified.

Section 7.2.2.4, Dedicated NRC Communications, was revised to update how the parametric data from tile North Anna (NA) Plant Computer System (PCS) for the Emergency Response Data System (EROS) is now transmitted rollowing implementation of Design Change NA-16-01024, PCS Data Diode System Installation. The emergency planning standard for rnaintaining emergency facilities and equipment per 10 CFR 50.47(b)(8) and Appendix E Section IV.E.8.c and VI requirements continue to be met because data transmission to the NRC continues to be provided.

Appendix 10.5, Protective Equipment and Supplies, was updated to reflect the current protective clothing contained in the Emergency kits and to remove obsolete items (e.g.,

Emergency planning standards 10 CFR 50.47(b)(8) (emergency facilities and equipment),

10 CFR 50.47(b)(11) (means for controlling radiological exposures) and Appendix E,Section IV.E (emergency facilities and equipment) requirements continue to be met because protective clothing and emergency equipment is specified.

Editorial changes were made to the following:

1. Table of Contents, Section 1.1, Sections 5.3.2 and 5.3.3, Figures 5.3 and 5.4, Sections 6.4, 6.4.2, 6.4.3 and 6.4.4, Section 10 Appendices (10.9), Letters of Agreement (State Agencies), Supporting Plan Contact, and Appendix 10.9 to change applicable referenced names and acronyms (i.e., Virginia Commonwealtt,, University Medical Center (VCUMC), Medical College of Virginia Hospital (MCVH)) to Virginia Commonwealth University Health.
2. Section 1.1 to add 'Dosimeter of Legal Record (personnel TLD, thermoluminescent dosimeter)', 'DLR'; 'Self-Reading Dosimeter', 'SRO'.; and remove 'High Radiation Sampling System', and 'HRSS' acronym.
3. Section 5.3.3 to update title.
4. Section 7.5 to change 'TLD' to 'DLR'.
5. Section 8.1 to update an executive title.
6. Section 8.3.1 and H.3.3 to update Training Program Guide references and document number/title.
