USE OF ASME SECTION XI CODE CASE N-416 SALEM GENERATING STATION UNIT NO. 1 DOCKET NO. 50-272 The Main steam Safety Valves (MSSVs) will be replaced on Salem Unit 1 during the upcoming Eighth Refueling outage scheduled to begin in March 1989.
In accordance with NRC Regulatory Guide 1.147, Public Service Electric and Gas Company (PSE&G) hereby notifies NRC of its intention to use ASME Section XI Code Case N-416 as it relates to this modification.
This NRC approved code case (see NRC Reg. Guide 1.147, Rev. 6, May 1988) permits the deferral of system hydrostatic testing until the next*regularly scheduled system hydrostatic test for repair or replacement of Class 2 piping that cannot be isolated by existing valves or that requires securing safety or relief valves for isolation.
The regularly scheduled hydrostatic test for the affected piping system would occur no earlier than a Salem Unit 1 outage currently scheduled for early in 1996.
PSE&G will defer the performance of a hydrostatic test after the replacement of the Salem Unit 1 MSSVs during the Eighth Refueling Outage and will perform the alternative measures noted in Code Case N-416 in order to fully comply with the intent of the code case.
These alternative measures include a visual examination (VT-2) for leakage conducted during a system functional or system inservice test in the replaced portion of the piping system as well as the examination of the replacement welds using volumetric examination methods for full penetration welds or surface examination methods for partial penetration welds.
