1.0 PURPOSE The purpose of this report is to present a description and analysis of the third and final inservice Type "A" Reactor Containment Building Integrated Leak Rate Test (CILRT) for the first 10-year Inspection Interval and a summary of the Type "B" and "C" tests performed since the as-left tests prior to the second inservice Type "A" Test (8-12-84) conducted on the Public Service Electric and Gas Company Salem Nuclear Generating Station Unit 1 during the 7th refueling and 10-year ISI outage.
This report is submitted as required by 10 CFR 50, Appendix J, paragraph VB, (Reference 1.)

- a. Except in case of emergency depressurization, the Senior Shift Supervisor/Shift Supervisor is-the only individual that may authorize the commencing of the pressurization and depressurization of containment
- b. All areas within 30 feet of containment shall be restricted and only authorized test personnel and personnel that must perform supportive activities are permitted in the restricted area.
- c. All containment valves shall be positioned by their normal means; no torquing of handwheels or exercising of the valves shall be permitted.
- d. No leakage path shall be isolated without prior approval of the Test Director.
All pre-rework and post rework Local Leakage Rates shall be recorded.
- e. Personnel entrance into containment during pressurization, while the containment is pressurized and during depressurization is prohibited.
- f. A Radioactive Gas Release shall be obtained from the Radiation Protection/Chemistry Department prior to the instrument verification test.
- g. The rate of pressurization of the containment shall not exceed 5 PSIG per hour.
- h. The rate of depressurization of the containment shall not exceed 10 PSIG per hour.
- i. Test data and the Containment Boundaries shall be watched carefully for signs of imminent failure of any component during the test.

4.1 Precautions (cont.)
- j. Communications between test personnel in the following areas shall be maintained throughout the test.
(CILRT control point, pressurization station and control room)
- k. The instrumentation, installed and operated as specified in the Research and Testing Lab Responsibilities section of procedure M9-ILP-CT-1, shall be constantly monitored for proper functioning.
In the event of failure of (1) one or more instruments it is the responsibility of the ISI Engineer, with the assistance of the RT&L Engineer to determine:
- 1. The impact each sensor failure has on obtaining valid data
- 2. The effect each sensor failure has on the system figure of merit.
The ISI Engineer/Test Director shall determine, based on the information obtained, whether to continue or abort the test.
- 1. Depending on the sensitivity of the instrumentation, the stability of the containment, and the uncertainty associated with the calculated leakage rate, the duration of a Type A test may have to be extended beyond the originally planned durati"ob in order to achieve reasonable assurance of acceptability of the data obtained.
If the leakage rate exceeds the acceptance criteria, corrective action shall be required.
- m. If, during the performance of a Type A test, excessive leakage occurs through locally testable penetrations or isolation valves to the extent that it would interfere with the satisfactory completion of the test, these leakage paths may be isolated and the Type A test continued until completion.
A local leakage test shall be performed before and after the repair of each isolated leakage path~ The sum of the post.repair local leak rates and UCL:shall be less than 75 percent of the maximum allowable leakage rate La.
Local leakage rates shall not be subtracted from the Type A test results to determine the acceptability of a test.
The test results shall be reported with both the pre and post repair local leakage rates, as if two Type A tests had been conducted.

4.1 Precautions (cont.)
- n. Except in case of an emergency, the status of the fancoil units ( stopping or starting of FCU's, or adjusting the service water flow) shall not be altered without permission of, or at the direction of the Test Director.
Any change in the FCU status must be immediately reported to the Test Director.
Note: Any change in the FCU status during the test may result in temperature/humidity fluctuations which inturn could have adverse effects on the test results and/or stabilization criteria.
- o. If, during the test, a gross leakage into the secondary side of a steam generator is discovered, it is permissible to pressurize the secondary side of the steam generator with air in accordance with the pressurization of steam generators secondary side section of procedure M9-ILP-CT-1.
- 1. The maximum air pressure to be used on the secondary side of the steam generators shall not exceed 0.5 PSIG BELOW the containment pressure.
There shall be NO leakage of air into containment.
. 2. The minimum air pressure to be used on the secondary side of the steam generator shall not be less than (3) three PSIG BELOW the containment pressure.
A larger pressure differential would not substantially affect the leakage from containment into the secondary side of the steam generator.
4.2 Partial listing of the recorded prerequisites
- a. The NRC, SQAE, and PSE&G insurance representative have been notified of the test date.
- b. The unit is in shutdown status (Mode 5), the containment is at atmospheric pressure and the containment temperature is stabilized.
- c. The maximum number of fancoil units are in low speed operation with the service water flow adjusted to approximately 750 GPM.
Record which fancoil units are in service and the service water flow to which the units are adjusted prior to commencing the CILRT..

Note: The required number of fancoil units may vary depending on their state of repair and/or the IS! Engineers discretion as to the need of their operation during the CILRT.
- d. All required surveillance Local Leak Rate Tests (LLRT) Type B and C in accordance with !SI Department procedure M9-ILP-CT-3 are current.
- e. Local Leak Rate Test on airlock seals that have been opened since completion of the last Type B Test.
- f. The valve line-up and valve line-up verification in accordance with Attachment #1 of procedure M9-ILP-CT-1 is completed.
- g. All preparations, surveillances and level recording in accordance with Attachment #2 of procedure M9-ILP-CT-1 are completed.
- h. All preparations by the Maintenance Department in accordance with Attachment #3 of procedure M9-ILP-CT-1 are completed.
- i. All preparations by the Maintenance I&C Department in accordance with Attachment #4 of procedure M9-ILP-CT-1 are completed.
- j. All preparations by the Radiation Protection/Chemistry Department in accordance with Attachment #5 of procedure M9-ILP-CT-1 are completed.
- k. All preparations by the Site Protection Department in accordance with Attachment #6 of procedure M9-ILP-CT-1 are completed.
- 1. All preparations by the Site Maintenance Department in accordance with Attachment #14 of procedure M9-ILP-CT-1 are completed.
- m. All ~reparations by the ISI Department in accordance with Attachment #7 of procedure M9-ILP-CT-1 are completed.
- n. The preparation of the Pressurization Facility in accordance with Attachment #8 of procedure M9-ILP-CT-1 is completed.

- p. The Shift Support Supervisor and the Nuclear Fire and Safety Manager have been notified that for the duration of the Type "A" Test:
- 1. The fire detection systems in containment will be disabled.
- 2. The fire protection system in containment will be disabled.
- 3. All fire extinquishers will be removed from containment.
- q. The official log of events (Attachment #11) of procedure M9-ILP-CT-1 has been initiated by the ISI Engineer.
This log will be appended to the M9-ILP-CT-1 procedure and will continue until the containment is fully depressurized.
- r. An air sample of containment air has been obtained for radioisotope analysis.
- s. All personnel are out of the containment.
4.3 Equipment 4.. 3.1 Pressurization of the containment was achieved by utilization of a battery of (8) eight temporary diesel driven oil free air compressors.
the air compressors were manifolded into (2) two after coolers.
From the after coolers the compressed air was routed through a refrigerated air drier and a piping and valving system for regulating back pressure, etc., into the containment building.
The total capacity of the pressurization was rated at 10,000 standard cubic feet per minute (SCFM).
4.3.2 The Instrument Verification was performed using the Mass Step Change Method.
With this method a quantity of air is metered out of containment over a *short time interval.
The expelled air flows through a gas meter.
With each scan of the containment sensors, a reading of the gas meter is taken and manually entered into the computer.
The printout will show the change of mass as measured by the ILRT instrumentation a*nd as measured by the gas meter. The equipment consists of (1) one Dresser Ind. Inc Rotary Positive Displacement Gas Meter 3M-T.C. with a range of 0 -
3000 cfh and an accuracy of 100.75 % and (1) one Pressure Gauge with a range of 0 -
100 psia with an accuracy of 0.015% F.S.

4.3.3 Data Acquisition and Resolution was achieved by utilization of a micro processor controlled data acquisition and recording system coupled to a computer which converts the raw data into the containment absolute leakage rate.

The computer program formulas are shown on attachment #4.
4.3.4 Installed Sensors
- a. (2) two quartz manometers
- b. (12) twelve dewpoint sensors
- c. (24) twenty four resistance temperature detectors (RTD'S)
All sensors installed were calibration checked prior to the test and immediately after completion of the test.
Attachment #1 is a copy of the instrument calibration check report including an assigned weighing factor for the sensors and location sketch of the sensors.
ILRT and LLRT Summaries 5.1 ILRT (TYPE "A"TEST)
SUMMARY
On December December 21, 1987 pressurization for the CILRT of Salem Unit 1, commenced at 1416 hours0.0164 days <br />0.393 hours <br />0.00234 weeks <br />5.38788e-4 months <br /> and continued until a pressure of 63.14 psia was attained on December 22, 1987 at 0616 hours0.00713 days <br />0.171 hours <br />0.00102 weeks <br />2.34388e-4 months <br /> at which time all air compressors were secured and the pressurization facility was vented to the atmosphere (rate= 3.0 psi/hr.)~
During pressurization and throughout the entire test, investiqating teams checked for detectable leaks.
The temperature stability test was initiated on December 22, 1987 at 0630 hours0.00729 days <br />0.175 hours <br />0.00104 weeks <br />2.39715e-4 months <br /> and the temperature stability criteria was attained on December 22, 1987 at 1030 hours0.0119 days <br />0.286 hours <br />0.0017 weeks <br />3.91915e-4 months <br />.
The Data acquistion for the CILRT was initiated on December 22, 1987 at 1045 hours0.0121 days <br />0.29 hours <br />0.00173 weeks <br />3.976225e-4 months <br /> and continued for a 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> duration.
The measured leakage at that time was recorded by two methods:

After acquiring a Radioactive Gas Release Permit, a successful Instrument Verification Test using the Mass Step Change Method was performed.
The difference between the measured mass and ILRT computed mass of 100.0 lbm. The acceptance criteria is + or -
206.7 lbm.
Depressurization of the containment started on December 23, 1987 at 1711 hour0.0198 days <br />0.475 hours <br />0.00283 weeks <br />6.510355e-4 months <br /> and continued until December 24, 1987 at 0425 hour0.00492 days <br />0.118 hours <br />7.027116e-4 weeks <br />1.617125e-4 months <br /> at which time the containment pressure was at ambient condition (depressurization rate = 4.3 psi/hr.).
The post inspection showed no apparent change to either the containment liner plate or exterior concrete and there was no apparent equipment damage noted.
5.2 LLRT {LOCAL LEAK RATE TESTS, TYPE B & C)
The local leakage tests of the containment penetrations were performed in accordance with the Salem Site Services Department Procedure M9-ILP-CT-3.
The summary report of the LLRT's performed since the last Type A" Test (8-12-84) in accordance with 10 CFR 50 Appendix J IV, B, 3 are shown on attachment 12.
6.0 EDITED LOG OF EVENTS December 21, 1987 0500 -
Conducted the inspection of the interior and exterior surfaces of the containment structure, the only abnormal condition noted was some minor oxidation of some existing containment liner clips.

Inspection teams completed leak inspection, 100' Airlock gauge increasing in pressure.
Suspected inner ball valve problems due to some minor leakage observed during the last LLRT. No other abnormalities noted.

Temperature Stability Test completed 1045 -
Commenced the start on the ILRT 2030 -
Inspection teams completed another leak inspection, 100' Airlock gauge still increasing, suspect pressure will increase until it equalizes with containment pressure. No external leakage (outer door) noted.
December 23, 1987 0830 -
100' Airlock gauge seemed to stabilize at 46#.
1045 -
Completed ILRT 1100 - Air sample taken by Chemistry Department.
1453 -
Obtained an air release permit and started Instrument Verification Test.
1555 - Satisfactory completion of the Instrument Verification Test 1711 -
Commenced Depressurization of Unit 1 containment.

Conclusion:==
1.0 It has been determined that the Containment fancoil units tripped out of service during containment pressurization because the inlet vanes were not throttled far enough into the closed position.

2.0 The slightly oxidized (rusted) containment liner clips should be corrected during the next refueling outage by cleaning and painting.

-The following computer generated printout is a listing of all Type B & C Leakage Rate Tests conducted from 8/13/84 (As-Left) to 12/20/87 (prior to current Type "A" Test).
The As-Found Type "A" Test Leakage as of 9/15/87 is 135,666 SCCM or 0.63 La which satisfies the 0.75 La requirement.
The As-Found leakage was derived from the current Type "A" Test Leakage (0.43 La or 92,494 SCCM) plus the'difference between the As-Found and As-Left minimum flow path for penetration B & C leakage rate tests for the current outage.
