IE BULLETIN 85-03 FINAL RESPONSE SALEM GENERATING STATION UNIT NOS. 1 AND 2 DOCKET NOS. 50-272 AND 50-311 In accordance with IE Bulletin 85-03, "Motor-Operated Valve Common Mode Failures.During Plant Transients Due to Improper Switch. Settings," Public Service Electric and Gas Company (PSE&G) hereby submits its final response relative to the review of selected Emergency Core Cooling System (ECCS) motor-operated valve switch settings.
A program description was previously submitted on May 27, 1986 as part of our initial response to Bulletin 85-03.
Paragraph ( f) of *the Bulletin required that the following information be submitted upon completion of the requested program: 1) a verification of program completion, 2) a summary of the findings relative to valve operability prior to any switch adjustments, and 3") a summary of data accumulated during the performance of the program.
With respect to Item 1 above, PSE&G has, with one exception, completed its program to review selected ECCS valve switch settings.
The exception pertains to the validation of the analytical method used to calculate the valve actuator thrust required to overcome design differential pressures.
As committed in our May 27, 1987 response, 11 partial differential pressure tests were conducted on valves considered to be representative of those ECCS valves affected by the program.
The results of those tests indicate that in 7 cases the analytical method yielded conservative results, in 3 cases the method was not conservative, and in 1 case the test was inconclusive.
It is our intention to review additional industry data accumulated in response to this Bulletin to either validate our* present analytical approach or adjust it as appropriate.
The present schedule for completion of this effort is June 30, 1988.

1-5-88 Relative to Item 2, in our previous submittal we indicated that operability assessments would be performed for those valves where it was determined that the valve actuator was incapable of delivering the required thrust to operate the valve.
Such a condition could be attributed to several factors.
For example, if the calculated thrust to operate the valve exceeds the capability of the actuator, then the valve would be declared inoperable.
Likewise, if a particular switch or support component had failed in a manner which prevented proper valve operation, then an operability assessment would have been required.
For the ECCS valves evaluated under the program, no condition was identified which required an operability assessment.
As required by Item 3, the attached Table provides a summary of the data accumulated under this program.
The information has been formatted in accordance with the sample format provided in Table 2 of IE bulletin 85-03.
With the exception of the activity associated with validation of our analytical method, the information provided herein completes PSE&Gs action relative to IE Bulletin 85-03.
At this time, we do not anticipate the need for an additional submittal relative to the completion of our efforts to validate the analytical method.
We propose.to notify the Commission only if a substantial revision to the method is required.
