SERVICE WATER LEAK INSIDE CONTAINMENT - SERVICE WATER LEAK FROM NO.

22 CONTAINMENT FAN COIL UNIT Event Date(s): 12/09/87 Report Date: 12/23/87 This report was initiated by Incident Report No. 87-477~

CONDITIONS PRIOR TO OCCURRENCE:

Mode 5 - Rx Power 0% - Unit Load 0 MWe DESCRIPTION OF OCCURRENCE:

On December 09, 1987 at 0715 hours0.00828 days <br />0.199 hours <br />0.00118 weeks <br />2.720575e-4 months <br />, a Service Water (SW) leak fro~

No. 22 Containment Fan Coil Unit (CFCU) was discovered by Operations personnel. Service Water was observed dripping from the motor cooler drain plug at a steady rate.

Technical Specification 3.6.2.3 action statement was not entered since the Unit was in Mode 5 and the Technical Specification is only applicable in Modes 1, 2, and 3.

The 28V and 125V Batteries, previous to this Service Water leak discovery, had been declared inoperable (reference Unit 2 Incident Report 87-475) thereby requiring Containment Integrity in accordanc with Technical Specification Action Statements 3.8.2.4 and 3.8.2.6.

Therefore, in accordance wi_th I. E. Bulletin No. 80-24 .the Commission was notiried of ~he event invoiving No. 22 CFCU at 1950 hours0.0226 days <br />0.542 hours <br />0.00322 weeks <br />7.41975e-4 months <br /> on 12/09/87.

APPARENT CAUSE OF OCCURRENCE:

The root cause of this event could not be determined. Investigation revealed the SW to be dripping from the motor cooler's drain plug.

It could not be determined how the plug loosened. No corrosion was in evidence.

/iNALYSIS__Q_f ___OCCURRENCE:

If the plug loosened such that it would fall out due to motor induced vibration, and this occurred during a required Mode of operation, the leak would have been identified by operations as a result of an increase in sump level. The unavailability of one CFCU does not significantly affect the accident cooling capability for the containment since the CFCU's are redundant to the Containment Spray Syste~. The CFCU's are not required to be operable with the Unit in Mode 5. Technical Specifications required their operability during

Modes 1, 2, and 3 in order to maintain ambient temperature and to mitigate the consequences of a design base accident.

Based upon the above analysis of the events, the events involved no undue risk to the health or safety of the public, and no equipment damage resulted from the service water leak. However, service water leaks inside containment are reportable in accordance with I.E.

Bulletin No. 80-24.

CORRECTIVE ACTION:

The motor cooler drain plug to No. 22 CFCU was tightened thereby stopping the leak.

Corrective Actions for the generic Service Water System issues will be addressed by the Service Water System Improvement Program".
