Dear Mr. Varga:

NOTES OF MEETING DETAILED CONTROL ROOM DESIGN REVIEW SALEM GENERATING STATION UNIT NOS. 1 AND 2 DOCKET NOS. 50-272 AND 50-311 Your letter, dated January 8, 1986, transmitted a Supplemental Technical Evaluation Report (TER) presenting findings on our Detailed Control Room Design Review (,DCRDR) Report and requested a meeting between PSE&G and the NRC staff to resolve the remaining open issues.

That meeting was held on March 21, 1986.

This letter presents the resolution of each of the agenda items listed below.

1.

Qualification and Structure of the DCRDR Team As described in the TER, PSE&G has satisfied this requirement.

2.

Function and Task Analysis, and

3.

Comparison of the Display and Control Requirements with a Control Room Inventory.

At issue is how the system function review and task analysis (SFR and TA) and the verification of the task performance capabilities will be upgraded to reflect the current Emergency Operating Procedures (EOP's).

Additionally, the NRC desires:

(1) a description of what further work needs to be performed in the SFR and TA and (2) a verification of task performance capabilities.

3/31/86 The DCRDR TA and validation and verification (V&V) was performed in 1982 using the then current Emergency Instructions (event-based emergency procedures).

It is the NRC's position, however, that the DCRDR SFR and TA be performed using the present EOP's.

The SFR and TA were performed on the Westinghouse Emergency Response Guidelines (ERG's)' with respect to individual and sequential operator task requirements and have been documented to aid procedures development personnel and DCRDR personnel.

To resolve this issue, PSE&G will review the previous TA on the El's and ERG's for applicability to the EOP's and expand the level of detail of the TA if required.

PSE&G will then submit a third report which will include the results of the upgraded TA performed on deviations from the ERG's.

In addition, PSE&G is revising its EOP Writer's Guide, which will be submitted to the NRC by April 15, 1986.

This revision will address deviations identified in the NRC's review of the EOP's.

The EOP's will be rewritten with the new Writer's Guide by February, 1987, assuming NRC approval of our actions and the new Writer's Guide is received by August, 1986.

Control Room Survey PSE&G has satisfied the environmental survey methodologies.

At issue were standards for abbreviations, color coding, hierarchical labeling and demarcation, and mimic buses.

PSE&G committed to develop Salem-specific standards, using applicable industry standards.

The standards will be used in design changes to correct HED's and in future control room related design changes.

Assessment of Human Engineering Discrepancies (HED's), and

Selection of Design Improvements At issue are cumulative and interactive effects of HED's, PSE&G assessment methodology, and the implementation schedule for DCR's to correct HED's.

PSE&G committed to (1) re-assess unresolved HED's; (2) provide additional documentation for HED's that need not or cannot be corrected, and (3) to correct the HED's.

PSE&G will justify these resolutions with reference to the standards developed in response to Item 4.

We also propose to meet with the NRC near May 15, 1986, to reach concurrence on any remaining HED's, which may remain in dispute.

3/31/86 Providing that the NRC issues its final TER approving resolutions within one month of the May meeting, PSE&G commits to provide by June 30, 1986, a schedule for implementing design changes to correct the HED's.

The PSE&G implementation schedule is expected to extend over three refueling outages.

HED categories will be grouped by outage.

7-8 Verification that Improvements Will Provide the Necessary Corrections without Introducing New HED's.

To resolve this issue, PSE&G committed to developing a Salem-specific set of guidelines that demonstrate conformance to accepted human factors principles.

Another document will be prepared to delineate deviations from NUREG-0700.

Coordination of DCRDR with other Improvement Programs At issue is a description of PSE&G's program to ensure that the results and methodology of DCRDR will be integrated among other programs1 as required by Supplement 1 to NUREG-0737.

PSE&G committed to describing how its program will integrate all these programs for Emergency Response Capability.
