REQUEST FOR AMENDMENT FACILITY OPERATING LICENSES UNIT NOS. 1 AND 2 SALEM GENERATING STATION DOCKET NOS. 50-272 AND 50-311 In accordance with the Atomic Energy Act of 1954, as amended and the regulations thereunder, we hereby transmit copies of our request for amendment and our analyses of the changes to Facility Operating Licenses DPR-70 and DPR-75 for Salem Generating Station, Unit Nos. 1 and 2.
This amendment request consists of a revision to Technical Specifications, Appendix A, Section 6.6.3, regarding Contain-ment Pressure -
Vacuum Relief Isolation valve opening angle limitations.
The change will provide surveillance require-ments for the valve limit.
In accordance with the fee requirements of 10CRF170.21, a check in the amount of $150.00 is enclosed.
Pursuant to the requirements of 10CFR50.91, a copy of this request for amendment has been sent to the State of New Jersey as indicated below.

PROPOSED. CHANGE *rn TECHNICAL SPECIFICATIONS SALEM UNITS 1 AND 2 DESCRIPTION OF CHANGE Ref: I.CR 84-25 Add to Section 4.6.3.1.2 (Containment Systems}, a surveillance requirement to reflect the 60° operrlimitation on the Containment Pressure-Vacuum Relief valves, VCS and VC6. for both Salem Units and remove the footnote added by Amendrrent 12 to Salem Unit 2, page 3/4 6-15.
REASON FOR CHANGE This amendment will complete.the derconstrationof operability of containment isolation valves provided by PSE&G arid reviewed by NRC staff. This require-rrient was transmitted by an NRC letter (Varga to Uderitz} dated October 30, 1984.
SIGNIFICANT HAZARDS EVAIDATION This amendment request constitutes an additional limitation or control (SurVeillance Requirement} not presently included in the Technical Specifica-tions and, as such, confonns to Example (ii} of the guidance provided by the Corrmission in 48FR14870.
Based on the above, we have detennined that this amendment involves No Signif-icant Hazards Consideration.
