10 CFR 50.54(a) Quality Assurance Program Description Review, Salem Generating Station, Units No. 1 and 2 In accordance with the requirements of 10 CFR 50.54(a), your letter of September 26, 1984, forwarded to us Chapter 17, Quality Assurance (QA), Revision 3, of the updated Final Safety Analysis Report (FSAR).
We have revi~wed this QA program description and found that*the changes made do not reduce previously made commitments and therefore are acceptable provided the following.it~ms cif concern are resolved, as discussed during the telephone conversation of November 16, 1984, between Mr. T. Shaub of our staff and your Mr. W. Shultz,.by February 20, 1985.

Revise section 17.2.1.2.4.1 to clarify the qualifications required for the Manager, Nuclear Operations Quality J\\ssurance.

Establish responsibility for preparing and maintaining the Quality Assurance Manual.

In section 17.2.10, replace the word 11may 11 with "shall" in the
- paragraph *describing the inspection of operating activities.
We note that your submittal of September 26, 1984 includes neither the reasons for the changes to the QA program description ~or for concluding that the revis-
- ed program continues to meet Appendix B to 10 CFR 50 as required by 10 CFR 50.54(3)(ii).
We will expect future submittals to provide this information.
The effectiveness of your QA Program implementation will continue to be subject of routine regional inspections.
