SER FOR SALEM 1 AND 2 ON CONTAINMENT ISOLATION DEPENDABILITY BY DEMONSTRATION OF CONTAINMENT PURGE AND VENT VALVE OPERABILITY (TAC NOS. 51881 AND 51882)

We have completed our review of your submittals providing valve operability demonstration information for the 10-inch pressure vacuum relief isolation valves for Salem Unit 1 and Unit 2 dated November 8, 1979, November 21, 1979, July 31, 1981, February 18, 1982, and June 7, 1983.

The staff finds the information submitted demonstrated the ability of the Masoneilan International 10-inch valves, when these valves are blocked by mechanical means to an opening angle of 60° or less, to close against the buildup of containment pressure in the event of a DBA/LOCA.

Our Safety Evaluation Report is enclosed.

In order to complete our effort on this issue, appropriate Technical Specifications should be issued to reflect the limitation of opening angle for the 10-inch valves.

You should submit a license change request to accomplish this task within 45 days from receipt of this letter.
