PROPOSED CBANGE TECHNICAL SPECIFICATIONS SALEM UNITS 1 AND 2 DESCRIPTION OF CHANGE Ref:
LCR 81-24 Revise Technical Specification, Section 3.6.4.1, Hydrogen Analyzers, surveillance requirements to agree with the attached pages for both units.
Changes are indicated by a vertical line in the right hand margin.
REASON FOR CHANGE The existi~g Hydro9en Analyzers are being replaced with a type qualified for use in the containment.
The new type requires a change in surveillance testing per manufacturer's specifications as indicated on the revised Technical Specifications pages attached.
SIGNIFICANT HAZARDS EVALUATION This change fs deemed to involve no significant hazards consideration since the replacement of the existing Containment Hydrogen Monitoring System with one that is qualified for use in the containment does not alter the function of the syst~m.
It assures the operator of a continuous indication of hydrogen concentration in the containment as required by NUREG 0737.
The license change is required to ensure that equipment, installed to conform with the latest NRC requirements, is tested to demonstrate operability and results in a very minor change to facility ciperations.
This change; then, conform~ to example (vii) of proposed amendments... "likely to be found to involve no significant hazards consideration *.. " as provided by the Commission in the Federal Register 48 FR14870.

CONTAINMENT SYSTEMS 3/4.6.4 COMBUSTIBLE GAS CONTROL HYDROGEN ANALYZERS LIMITING CONDITION FOR OPERATION 3.6.4.1 Two independent containment hydrogen analyzers shall be OPERABLE.
APPLICABILITY:
MODES 1 and 2.
ACTION:
With one ~drogen analyzer inoperable, restore the inoperable analyzer to OPERABLE status within 30 days or be in at least HOT STANDBY within the next 6 hours6.944444e-5 days <br />0.00167 hours <br />9.920635e-6 weeks <br />2.283e-6 months <br />.
SURVEILLANCE REQUIREMENTS 4.6.4.1 Each hydrogen analyzer shall be demonstrated OPERABLE at least once per 92 days on a STAGGERED TEST BASIS by performing a CHANNEL CALIBRATION using sample gases containing:
- a.
Two volume percent hydrogen (low span), balance Nitrogen, and
- b.
Six volume percent hydrogen (high span), balance Nitrogen.
