Dear Mr. Uderitz:

SUBJECT:

ENIVRONMENTAL. QUALIFICATION OF EQU~~'PMENT IMPORT~T TO SAFETY, REQUEST FOR ADDITIONAL INFORMATION.., SALEM UNITS 1 AND 2 The staff has com1Jleted its review of the environmental qualification of electrical equipme11t important to safety for Salem l and 2. The review produced the need to docket the remaining outst~~[i!Js~):justifications for continued operating (JCO's) and the additional listed information.

In order to complete our Safety Evaluation Report on environmental qualifi*

cation for Salem Units l and 2, the following information is required by August 27; 1984.

l.

Submit all applicable JGO's that are currently bE{iing relied upon and confirm the following for each JCO associated with equipment that is assumed to fail; No significant degradation of any safety function or misleading information to tee operator as a result of failure of eq\\:l}ipment under the accident e[vironment resulting from a design basis event i'Jil1 occur.

2.

The licensee should confirm that in performing its review of the methodology to identify equipment within the scope of 10 CFR 50.49(b)(2) ~hat the following steps have been addressed:..

a..

A list \\'Jas-genera~,@) of s.. afety... related electric equipment as defined in paragraph (b K((l) of 10 CFR ~@.4*9frequired to remain functional during-or following design*basis Loss of

. Coolant Accident (LOCA) or High Energy Line Break (HELB)

Accidents. The LOCA/HELB acddants are the only design*

  • basis accidents v1hich result in significantly adverse environments to electrical equipment which is required for safe sh1,1tdown or accid~nt mitigation~ the list was based on reviews of the Final Sa*fety Analysis Report (FSAR)& Technical Specifications, Emergency Operating Procedures, Pip.ing and Instrumentation Di~~~r~ms (P&!Ds}ll, and electrical distribution di aarams.

- b ** The elementary wiring diagrams of the safety-related electrical equipqlent identified in Step a. were.r:?viewed to identj,fy any auxiliary devices electrically conne'cted directly into-the control or power circuitry of the safety-related equipment (e.g., automatic trips} \\I/hose failure due to postulated environmental conditions could prevent tequi!ed operation of the safety-related equipment and;

c. The operation of the safety-related systems and equipment ~ere reviewed to identify any directly mechanically connected auxiliary systems with electri~al components which are necessary for the required operation of the safety-related eq.Ulp-ment (e.g., cooling water or lubricating systems).

This

involved the review of P&IDs, component technical manuals~

and/or systems descriptions in the F?.'.~R.

d.

Nonsafety-related electrical circuits i1Ddirectly associated with the electrical equipment i:Aentified in Step a. by common power supply or physical proximity were considered. _

by a review of the electrtcal design including the use of applicable industry standards {e.g., IEEE, NEMA, ANSI, UL,**

and NEC) and the use of properly coordinated protective relays, circuit breakers, and fuses for electrical fault protection.

Provide confirmation that all design basis events which could potentially result in a harsh environment, including flooding -

  • outside containment~ were addressed in -~:fdentifying safety-related electrical equipment within the scope of 10 CFR 50.49 (b)(l).
4.

Confinn that the electrical equipment within the scope of 10 CFR 50.49 (b)(3) is all R.G. 1.97 Category 1 and 2 equipment or that_

justification ha~. been provided for any such equipment not included -

in the environmental qualification program; The reporting and/or recordkeeping requiremtnts of this letter affect.

fewer than ten respondents; therefore, OMB clearance is not requi*_ ed under P.L. 96-511*
