Mr. Steven A. Varga, Chief Operating Reactors Branch, No. 1 COMPLETION REPORT -
MANAGED MAINTENANCE PROGRAM SALEM GENERATING STATION UNITS NO. 1 AND 2 DOCKET NOS. 50-272 AND 50-311 On May 6, 1983, a Confirmatory Order was issued to allow restart of Salem Generating Station following the Unit No. 1 Reactor Trip Breaker (RTB) failure event.
The order confirmed our commitment to a number of corrective programs implemented in response to the RTB event.
One of the programs committed to was an integrated preventive maintenance program, commonly referred to as the Managed Maintenance Program (MMP).
This letter is provided to notify you that the MMP has been fully implemented.
The MMP program represents an integrated preventive main-tenance (PM) program for all safety related components.
To implement the program, a detailed review of each component and related vendor and engineering information was conducted to identify the types and frequency of PM's to be performed.
In our April 8, 1983 letter, it was stated that activity frequencies and types of repair activities are established based on Radiation Exposures involved.
Although ALARA.has remained a consideration throughout the progra~, compliance with vendor recommendations and use of plant operating

The existing ALARA Program is used to minimize exposures received during performance of PM Activities.
Measures have been established to use actual exposure, rather than estimates, to evaluate the practicality of PM Activities and Frequencies, During the final close out effort on the MMP, a question arose regarding a statemerit made in our April 8,
- 1983 letter, Liden to Varga.
This letter defined the Corrective Action Program that was the basis for the Order of May 6, 1983.
In the April 8, 1983 letter (pages 73-75), we described the MMP as "a two part effort:
to develop a comprehensive integrated preventive maintenance routine and to update plant system descriptions *** ".
The implementation of the integrated preventive maintenance routine is now complete.
However, we wish to make it understood that the updating. of system descriptions, although included in the MMP when it was initiated in July, 1982, was not intended to be part of. the ord_er commitment.*

- MMP program.* The system descriptions will be addressed as part of the effort to develop an integrated configuration control program as detailed in the PSE&G "Plan for the Improvement of Nuclear Department Operations" submitted to the NRC by letter.
