NRC PDR L PDR ORB#l Rdg Gray File DEisenhut OELD EJordan JN Grace DFischer CParrish ACRS 10 This is in response to your letters of July 18, 1983 and December 6, 1982 with regard to the Emergency Operations Facility (EOF) for the Salem Generating Station, Units 1 and 2.

These letters state that the Public Service Electric and Gas Company has established a primary EOF within the Salem Nuclear Training Center located in Salem, New Jersey 7.5 miles from the plant site and that the EOF has a radiation protection factor of 13 as well as a ventilation system that is isolatable and equipped with HEPA filters.

Your letter of July 18, 1983 also requests an exception to the requirement to establish a backup EOF for the Salem Generating Station.

This letter is to advise you that the Commission finds your request acceptable with regard to the establishment of a primary EOF at 7.5 miles from the Salem Generating Station without providing a backup EOF. This approval only applies to your request for an exception to the backup EOF requirement based on the location and habitability of your EOF.

Approval of the other features of the EOF as well as approval of your other Emergency Response Facilities (ERFs) will be determined during a post implementation appraisal to be conducted at the Salem Generting Station by the NRC when all your ERFs have been completed.
