Systematic Assessment of Licensee Performance (SALP) Report and your letter, dated December 20, 1983 This refers to the SALP for Salem Nuclear Generating Station, Units 1 and 2, conducted by this office on November 7, 1983, and discussed with you and your staff at a meeting on December 1, 1983. The list of attendees at the meeting is attached as Enclosure 1. The NRC Region I SALP Report is attached as Enclosure 2 and evaluates the period October 1, 1982 through September 30, 1983. Our letter dated November 22, 1983, which forwarded the SALP Report, and your letter dated December 20, 1983, which provides your comments regarding the SALP Report, are attached as Enclosures 3 and 4.
Overall, your performance in operating the facility was found to be acceptable.
However, the detajled investigations of the February 1983 ATWS events revealed several management, technical and operational problems that required resolution and corre.ctive action.
PSE&G has developed and begun to implement a comprehensive Action Plan to improve the overall performance at the Salem station.
Although there are as yet few concrete results, the signs are good that, *if aggressively pursued~ the Action Plan will improve the safety of operation; We believe it is important that senior managers continue to give attention and be involved in the plant activities to ensure that the organizational improvements will be effective.
Because of our continuing interest in that common goal, we will continue to monitor closely your progress during the current SALP period.
Based on your comments during the meeting and with due regard to your December 20 letter, we have found that no changes to our assessment are necessary.
Therefore, we have not supplemented our report. Since SALP is a continuing effort by the NRC, the effectiveness of your actions to improve performance will be evaluated during the augmented inspection program and the continuing series of bimonthly meetings to discuss Action Plan status.
