RENEWED REQUEST FOR AMENDMENT FACILITY OPERATING LICENSE DPR-75 UNIT NO. 2 SALEM GENERATING STATION DOCKET NOS. 50-311 Ref:

LCR 82-20 By letter dated October 7, 1982, Public Service Electric and Gas Company requested that the requirement to install upper inspec-tion ports in the steam generators for the Salem Generating Station Unit No. 2 prior to startup after the first refueling be removed from their license.

The requirement was originally in-cluded as License Condition 2.C.15(b) in the Facility Operating License No. DPR-75.

In response to the PSE&G request for removal of the requirement, the NRC issued Amendment No. 17 to the Salem Unit 2 Facility Operating License.

The summary section of the NRC Safety Evalu-ation accompanying this amendment included the following statement:

" *** we find that there is no longer adequate justi-fication for installing upper inspection ports in the Salem 2 steam generators at the first refueling out-age, and that (PSE&G's) previous commitment for installing upper inspection ports is no longer applic-able and is not required.

Based on the above, we cbnclude that License Condition 2.C.15(b) could be removed from Facility Operating License No. DPR-75 for Salem Unit No. 2.

However, the staff is currently conducting an on-going review of steam generators.

Therefore, we recommend that License Condition 2.C.15(b) be modified to allow delaying of installation of the inspection ports until the second refueling outage."

In statements made at the Steam Generator Owners Group II Executive Committee meeting with NRC staff on July 6, 1983, the NRC has deleted the generic requirement for steam generator upper inspection ports based on the value impact analysis performed by Science Applications Incorporated and related industry comments.

We, therefore, request that our original proposal to delete the requirement for installation of steam generator upper inspection ports (LCR 82-20) be granted; i.e.,

deleting the requirement rather than delaying implementation to a future outage.

Since this change simply deletes a previous NRC requirement that has now been determined to be unnecessary by NRC, and,.in that our original request contained our evaluation and determination that the proposed change involves no Unreviewed Safety Question (the criteria for which are more limiting than those for a no significant hazards consideration), we have determined that this change would not:

1)

Involve a significant increase in the probability or consequences of an accident previously evaluated; or

2)

Create the possibility of a new or different kind of accident from any accident previously evaluated; or

3)

Involve a significant reduction in a margin of safety.

No additional fee is deemed necessary to support the continuation of this proposed change request.

Pursuant to the requirements of 10 CFR50.9l(b)(l), a copy of this renewed request for amendment has been sent to the State of New Jersey as indicated below.
