CORRECTIVE ACTION PROGRAM MODIFICATIONS NO. l AND 2 UNITS SALEM GENERATING STATION DOCKET NOS. 50-272 AND 50-311 PSE&G committed in its letter of April 28, 1983 to submit a detailed report describing either how and on what schedule the following actions will be accomplished or why any of these actions should not be taken.

a.

Implementing at the Salem facility (Units 1 and 2) the following feature of the proposal by the Industry Group on ATWS submitted on April 23, 1982, on Docket PRM-50-29 (page 10 of Appendix C):

provision of automatic initiation of turbine trip and auxiliary feedwater independent of the reactor protection system;

b.

Providing at the Salem facility diversity in activating (tripping) the reactor scram breakers, for example, by incorporating the breaker shunt trip function into the automatic trip circuits of the reactor protection system.

The following constitutes our response to that commitment.

a.

PSE&G has previously endorsed the April 23, 1982 proposal by the Industry Group on ATWS, specifically with regard to automatic initiation of turbine trip and auxiliary feedwater, independent of the reactor protection system.

The proposed ATWS rule, which contains these provisions for Westinghouse plants, is currently in the final stages of review prior to presentation to the Commission for approval.

,,, __.., \\:._ 1 Director of Nuclear Reactor Regulation U. S. Nuclear Regulatory Commission 2-7/15/83 recognize that the NRC staff is still uncertain with regard to details of implementation at this time.

We believe it would be counterproductive to proceed with implementation of these modifications at this time, since the ATWS rule is nearing approval, and could conceivably negate or require redesign of these modifications.

It is our belief that the changes that have already been made as part of our Corrective Action Program (e.g., increased surveillance, maintenance and inspection) ensure the reliability of the Reactor Trip System and provide a basis for safe operation.

We therefore propose to implement these modifications in accordance with requirements and schedules to be published in the final ATWS rule.

b.

We will incorporate the breaker shunt trip function into the automatic trip circuits of the reactor protection system.

PSE&G is a member of the Westinghouse Owners Group, which has contracted with Westinghouse Electric Corporation to develop a design for incorporation of the shunt coil trip feature into the automatic trip system.

The generic design is currently scheduled to be completed in September 1983, after which a Salem specific design will be developed and submitted for your review.

This modification will then be installed on each unit during the first outage of sufficient duration following NRC approval.
