Our Agency Reform Plan contains pre-decisional, deliberative information regarding the NRC's proposed implementation of two executive actions, in addition to the estimated future budget proposal information. The premature disclosure of these plans for implementation, before they are adopted as final, may result in public confusion. Therefore, we are withholding the Agency Reform Plan in its entirety under FOIA exemption 5.
