REQIJEST 10".: MODIFY THE FUEL ENRICHMENT FOR THE REACTOR CORES AND THE NEW AND SPENT FUEL RACKS TO 4.05 HEIGHT PERCENT U-235 The staff has reviewed the information provided in your submittal dated December 3 !) 1982.
We are unable to determine the acceptability of your request to modify fuel enrichment to 4.05 weight percent U-235 based on the information provided and request additional clarification.
We will complete our review and issue a final Safety Evaluation upon resol-ution of the concerns identified in the enclosure.
The completion target date for our review is January 28, 1983.
In order for us to meet this date, it is necessary that your response to this 1 etter receive immediate attention.

REQUEST FOR ADDITIONAL INFORMATION MODIFICATION OF FUEL ENRICHMENT
. ENCLOSURE
- 1.
The enrichment of the 17xl7 Westinghouse fuel assemblies in the new fuel storage rack is stated as 4.5 w/o U-235 in Section 2.a of although the Technical Specifications limit the reload fuel enrichment to 4.05 w/o.
Please correct this discrepancy.
- 2.
With respect to the optimum moderation event in the new fuel storage racks, what procedures and/or des.ign features preclude lower densities (e.g., 1%-10% of full density) which may result in higher reactivities? Provide any available calculational results or *references which support your conclusion that physically achieva-ble water densities are considerably too low to yield keff values higher than full density water.

Technical Specification 5.6.l refers to a conservative allowance of 2.2% t,k/k for uncertainties in predicting keff' However, an allowance of 1.5% ilk/k is used in the new fuel rack analysis.
Please correct this discrepancy.
