JAN 1 9 1983 License Nos. DPR-70 DPR-75 This is in response to your December 20, 1982 letter requesting that.certain security measures to which you committed on August 19, 1982 be lifted.

We have reviewed your request and evaluated the relative benefits of the Security Access Permit (SAP) Program as weighed against the administrative and operational burden it presents.

We agree that prior authorization for entrance into designated sensitive areas provides little benefit and you are authorized to terminate that portion of the program, effective immediately.

With respect to entry/exit monitoring, however, we believe that the program continues to have merit as a tool in tracking station personnel and do not believe that a manual recording system causes significant operational delays.

Based on current information, we are not yet prepared to relax this aspect of your program.

This position was provided to Mr. H. J. Midura of your staff in a telephone conversation on January 7, 1983 by Mr. R. R. Keimig of this office.

We are most interested in your assessment of the effectiveness of the addi-tional measures you implemented in August 1982 and would like.to meet with you toward the end of January 1983 to discuss this.

Please contact this office to schedule a mutually acceptable date.

At the meeting, we would like to discuss your experience under these augmented measures, your proposals for alternatives, and the status and schedule for your security upgrade program.

We are particularly interested in those aspects of your program and experience which may justify further relaxation of the augmented security measures.

Your cooperation in this matter is appreciated.
